No, you must apply to the Planning Board for a subdivision/lot line adjustment prior to selling a portion of an existing lot, which will then become an individual lot, or a portion of the existing lot which will be attached to and become part of another lot.
In addition to subdivisions and lot line adjustments, the Planning Board reviews application for Special Use Permits and Site Plan Reviews.
Subdivision Plans must be signed by the Planning Board Chair within 180 days of the approval date and filed with the County within 62 days of the signing date.
If you do not file a subdivision within the specified time frame, the subdivision must be brought back to the Planning Board for re-approval.
